MBBS in Bangladesh for Indian students.

01

Bangladesh is an option for Indian medical aspirants who want to study overseas while remaining in a neighbouring South Asian country. A suitable choice depends on the exact medical college, teaching hospital, approved course, total cost and registration pathway—not a promise that every college is inexpensive or globally approved.

MBBS stands for Bachelor of Medicine, Bachelor of Surgery. The Bangladesh Medical & Dental Council (BM&DC) curriculum specifies five years of study followed by a mandatory one-year logbook-based rotatory internship. Its language of instruction is English, but clinical communication can still require Bangla. [5]

At a glanceWhat to know
Course durationFive academic years + one-year mandatory internship in the reviewed BM&DC framework. Allow additional time and costs for the applicable Indian registration process.
Teaching structureFour academic phases, professional examinations and supervised clinical learning—not just classroom lectures.
Foreign admissionDGME rules distinguish non-government self-financed applications and government-country-quota routes.
Indian NEET requirementCovered Indian/OCI applicants must qualify NEET and meet the underlying Indian conditions; Bangladesh’s equivalence rules are additional. [8]
Tuition & living costsAsk for a current written foreign-student quotation. USD and Bangladeshi taka (BDT) are not interchangeable with INR.
Recognition & practice rightsBM&DC status, degree-awarding arrangements, local registration and India’s NMC requirements are separate checks.

Regional familiarity

Consider language support, food, cultural fit and actual travel connections from your hometown.

Clinical learning first

Compare supervised patient contact, teaching quality, skills laboratories and assessment support.

Evidence before payment

Verify the current circular, academic equivalence, full fee contract and licensing pathway.

Next-intake caution: the foreign-entry circulars verified for this guide are for 2025–26. A 2026–27 MBBS foreign-admission circular has not been verified at review. Past dates and GPA rules below are clearly labelled; do not assume the next intake is open. [1] [2] [13]

A stronger shortlist starts with the right identity

Medical colleges in Bangladesh to research.

02

Use these profiles as a research shortlist, not a league table or a real-time list of approved foreign seats. Confirm the exact institution and campus against the current DGME circular and BM&DC information before paying. [1] [6]

Identity checks matter: International Medical College in Tongi/Gazipur and Dhaka Central International Medical College in Dhaka are separate entries in the reviewed DGME list. The original site’s IMC card links to the latter, so it remains visibly flagged. The “Uttara Women’s” profile also needs confirmation of its exact institutional name; it is not automatically equated with another similarly named women’s college.

Also mentioned in the original fee comparison: Jahurul Islam Medical College, Shaheed Monsur Ali Medical College and Ad-din Women’s Medical College. Research their current permission, foreign-student quote and training arrangements separately. The original alternative Holy Family fee-profile link ↗ is also retained; it is not an additional institution.

  • Ask about hospital case mix, supervision, clinical access and language support.
  • Obtain current hostel, food, transport, health-cover and safeguarding details.
  • Check exam, repeat-attempt, refund and withdrawal rules before paying.
  • Use recent institution-specific outcomes with candidate counts—not an unsupported “top five in Asia” claim.

Bangladesh equivalence and Indian eligibility are separate

MBBS in Bangladesh eligibility & GPA.

03

Use the circular for your exact session and route. The table below records the verified 2025–26 foreign rules, not a confirmed 2026–27 offer. Government and non-government thresholds differ. [1] [2]

Historical 2025–26 foreign criterionNon-government / self-financedGovernment-country quota

Interval between qualifying examsHSC/A-level completed within 3 years of SSC/O-levelHSC/A-level completed within 3 years of SSC/O-level

For the reviewed equivalence method, SSC/O-level uses the top five subjects, while HSC/A-level uses Physics, Chemistry and Biology. Do not divide an overall percentage by 20 or assume every board’s raw marks are already Bangladesh-equivalent GPA. The competent authority must accept the documents and equivalence. [1] [2]

NEET is mandatory for covered Indian/OCI applicants. NMC guidance gives a qualifying result three-year validity from declaration, subject to underlying Indian conditions. This does not replace Bangladesh’s passing-year restrictions, grade equivalence or selection rules. Indian category concessions are not automatically Bangladesh foreign-entry concessions. [8]

Verify current age and underlying Indian academic requirements directly. A universal “17–25 only” rule or a rolling “two-year gap allowed” statement should not substitute for the exact official session criteria.

Find the next checks for your profile

This is a planning aid for Indian/OCI applicants, not a DGME equivalence service. Historical GPA comparison is available only when you deliberately select 2025–26 and declare that your five-point equivalent grades are confirmed.

No percentage-to-GPA conversion is invented here. Meeting a historical grade threshold does not open a closed intake, verify current eligibility or guarantee a seat. Inputs are neither saved nor sent.

Two routes. Different instructions. No guaranteed seat.

Non-government route

Self-financed foreign admission

The reviewed 2025–26 circular required the official online application, uploaded attested documents and a non-refundable USD 100 equivalence fee. It allowed a maximum 45% foreign allocation—not a guaranteed 25% India-only reservation. [1]

Government route

Country-quota selection

The reviewed circular used a proper-authority forwarding route through the applicant’s country and Bangladesh authorities, with separate criteria and country allocations. Do not assume the private-college portal process alone completes this route. [2]

Review snapshot: 28 September 2026

Government-route selection and reporting dates are separate. An April 2026 mission order applied only to its named selected Indian students; it was not a general reopening. Avoid a fixed “March–July applications / September–October classes” calendar unless the new official notice supports it. [17]

StepWhat to do
1 · Identify the intake and routeObtain the correct foreign-student circular. Confirm whether you are using non-government self-finance or the government-country-quota route.
2 · Verify academic equivalencePrepare SSC/HSC-equivalent certificates and marksheets; check subjects, accepted grades, passing years and required attestation.
3 · Submit through the authorised channelFollow the relevant portal or responsible-authority process. Keep your own application access and a copy of everything submitted.
4 · Track assessment and selectionRespond to official verification requests. A college offer, agent payment or minimum GPA is not final government approval.
5 · Review the written offer and contractConfirm the exact college, full foreign-student costs, refunds, recognition, clinical/internship arrangements and local registration pathway.
6 · Complete visa and admission formalitiesFollow the competent mission’s student-visa requirements, reporting instructions and original-document checks. Do not book non-refundable travel on a promised processing time.

Separate charges—not one flat package.

The reviewed foreign-fee page lists the components below. Its publication does not establish a confirmed 2026–27 quotation, so hostel and living costs should be confirmed separately rather than assumed included. [7]

Published componentAmount / basis
Admission feeUSD 24,250
Government / Dhaka University registration and other feesUSD 4,000
Internship training allowance with miscellaneousUSD 4,000; confirm exact terms and whether any amount is refundable
Admission + other-fee subtotalUSD 32,250; published instalments USD 16,250 + USD 8,000 + USD 8,000
Monthly tuitionUSD 300 per month
Clinical trainingUSD 300 per year in years 3–5
Field visit / study tourBDT 20,000
Housing, food and other living costsRequest a separate written quotation; no all-inclusive amount is assumed

Illustrated calculation, not a quoted package: USD 32,250 + (60 tuition months × USD 300) + (3 clinical years × USD 300) = USD 51,150, plus the listed BDT 20,000 field-visit fee and other costs. Confirm billable months, repeats, fees during internship, refunds and any new-intake changes. [7]

Compare like with like: ask Bangladesh Medical College, Dhaka National, International, Delta, Jahurul Islam, Shaheed Monsur Ali, Ad-din Women’s and Anwer Khan Modern for current foreign-student quotes. A previous intake’s price should not be treated as a new written offer. Confirm every hostel inclusion instead of assuming air conditioning, utilities, bedding or food are covered.

Plan the full study period in INR

Keep USD and BDT charges separate, convert each at your entered rate, then add INR living and other costs. The starting example uses the published Holy Family components with clearly illustrative living and exchange-rate assumptions.

USD + BDT charges converted to INR₹46,18,500
Period total, including living and reserve₹64,33,350

Published-component illustration, not a verified 2026–27 quote: USD 51,150 assumes 60 tuition months and three annual clinical charges; BDT 20,000 is the published field-visit item. ₹90/USD, ₹0.75/BDT, ₹15,000 monthly living, ₹1,50,000 other costs and 10% reserve are illustrative. 72 months models five academic years plus the Bangladesh internship—not the later Indian registration/internship period.

Formula: [(USD total × INR/USD) + (BDT total × INR/BDT) + months × monthly INR living + other INR costs] × [1 + reserve %]. Months do not multiply the entered college charges. Do not add a tuition instalment twice or subtract an unconfirmed stipend/refund. Bank charges, fee increases, loan interest and unentered post-degree costs are not automatically added. For a rupee-only quote, enter zero USD and BDT charges and place the INR-billed amount in “Other / INR-billed costs.”

Five academic years. Four phases. One mandatory internship.

MBBS duration, syllabus & clinical training.

06

The BM&DC curriculum organises the five academic years into four phases, not a generic three-phase outline. Confirm the curriculum applicable to your cohort, clinical attendance and examination rules with the college. [5]

Phase I · 18 months

Anatomy, Physiology & Biochemistry

  • Foundational structure and function of the human body.
  • Practical learning, professional behaviour and the first professional examination.

Phase II · 12 months

Pharmacology & Therapeutics; Forensic Medicine & Toxicology

  • Study medicines, therapeutic principles and medico-legal foundations.
  • Includes specified introductory pathology, microbiology and clinical learning; the second professional examination has its defined subject scope.

Phase III · 12 months

Community Medicine & Public Health; Pathology; Microbiology

  • Understand disease processes, laboratory foundations and population health.
  • Continue clinical learning and sit the third professional examination according to the curriculum.

Phase IV · 18 months

Medicine & allied subjects; Surgery & allied subjects; Obstetrics & Gynaecology

  • Clinical reasoning, patient assessment and supervised practical learning.
  • Final professional examination, followed by the separate compulsory internship.
The internship is not an optional shortcut. The BM&DC course information specifies a mandatory one-year logbook-based rotatory internship after the five academic years. Covered Indian foreign-graduate rules separately require the prescribed foreign internship and subsequent Indian pathway. Do not assume you can skip or freely move the Bangladesh internship to India. [5] [9]

Ask for written details of internship eligibility, authorised location, supervision, rotations, any fee or stipend, and the records you will receive. English instruction does not remove the need to communicate effectively with Bangla-speaking patients.

An admission offer is not a licence to practise

Recognition, NMC rules & returning to India.

07
Authority / termWhat it establishes—and what it does not
DGME and Bangladesh authorities [1] [2]The reviewed foreign-admission rules, assessment and route-specific selection. An application is not a professional licence.
BM&DC [6]Bangladesh’s medical education/qualification and practitioner-registration framework. Verify the exact programme and the registration conditions applicable to your nationality.
India’s NMC [8] [9]Requirements for covered Indian foreign medical graduates. NMC does not endorse a list of foreign medical colleges.
WDOMS / WHO wording [12]A World Directory listing is not, by itself, recognition, accreditation or endorsement. “WHO approved college” is not a substitute for regulatory checks.
ECFMG / WFME referencesDo not read these labels as automatic recognition for every country. If targeting the United States, verify the exact school’s current ECFMG eligibility conditions and the individual certification/licensing pathway directly.

Check your actual course and cohort.

For the applicable FMGL 2021 cohort, the framework includes at least 54 months of medical education and a 12-month internship at the same foreign institution, English instruction, required subjects and host-country registration/licensing at par with citizens. Same-institution/country and completion-time conditions also matter. [9]

The Indian pathway additionally includes the prescribed examination, at least 12 months of supervised internship in India for the applicable cohort, and the required registration process. A five-year degree plus internship title does not automatically prove full compliance. [9] [11]

FMGE / NExT: NBEMS continues to publish FMGE information at review. Do not assume NExT has universally replaced it or promise the exact test at a future graduation date. Older cohorts, transfers and pandemic/war-disrupted training need separate assessment; the June 2026 NMC FAQ is not a blanket waiver for new entrants. [10] [11]

Request written evidence of curriculum, clinical/internship arrangements and the local licensing condition before paying. A Bangladesh degree does not automatically authorise practice in India, Bangladesh or another country without that country’s applicable requirements.

A SAARC passport does not mean a free private-college seat

Government quota, scholarships & funding.

08

The reviewed government circular allocated 22 MBBS and 2 BDS seats to India for 2025–26. This was a limited, session-specific allocation—not a promise for the next intake or a reservation across every college. [2]

Government route

The reviewed circular says SAARC students pay tuition and other fees at the rate charged to Bangladeshi students. This is not the same as zero tuition.

Private-college route

Budget according to the college’s written foreign-student fees. SAARC nationality does not automatically create a scholarship or a fee waiver.

Funding due diligence

Verify scholarship issuer, eligibility, covered items, duration, renewal conditions and any repayment obligation before relying on it.

A later April 2026 order for selected Indian government-college entrants again refers to local-student fee rates for SAARC students. Keep tuition, hostel, food, documents, visa and travel costs separate even if some support is awarded. [17]

Financing responsibly: compare an education loan’s interest, margin contribution, security and disbursement conditions. The page’s calculator is not a loan-approval tool, and it does not assume part-time earnings, a stipend or a scholarship will fund your course.

Prepare originals, attestations and a secure personal record

Documents required for admission.

09
Document categoryWhat to prepare / confirm
Academic recordsSSC/Class 10 and HSC/Class 12 or equivalent certificates and marksheets/transcripts; relevant science subjects, passing years and equivalence information.
IdentityValid passport and recent passport photographs; personal data must match across records.
Indian medical eligibilityNEET result, declaration date and evidence supporting applicable Indian academic, age and category conditions.
Application evidenceCompleted official application, confirmation copy and required payment/equivalence-fee receipt for the applicable route.
Attestation / authenticationFollow the exact circular. The reviewed private circular requires Education and Foreign Ministry attestation; the government circular additionally specifies Bangladesh Embassy authentication.
College and visa recordsSelection/offer/admission evidence, mission-required authenticated institutional letter and financial guarantee; follow current medical fitness and other document requests.
Records to retain during studyCurriculum, academic/clinical attendance, examination records, transcripts, passport travel records, internship certificates and host-country registration evidence.

These categories follow the reviewed circulars and mission guidance, not a universal guarantee that every applicant needs exactly the same documents. The private 2025–26 call said no hard-copy application to the mission; that does not remove original-document admission checks or separate visa requirements. [1] [2] [14]

Avoid document fraud: keep your own application credentials, review every upload and retain receipts. Never alter marksheets, pay against an unverified account or let someone submit false academic or financial evidence in your name.

Academic permission, visa and arrival are separate steps

Student visa, travel & life in Bangladesh.

10

Indian students should follow the appropriate Bangladesh student-visa process for their intended stay. Do not treat a college offer or the neighbour-country relationship as visa-free permission to begin a medical course.

The reviewed mission guidance lists an institutional letter duly attested by the Bangladesh Ministry of Education and a certificate of financial guarantee for the student-visa category. The competent mission can request additional documents, an interview or clearance. No fixed ten-day admission-letter or sixty-day visa promise is made. [14]

Sequence the practical steps

Secure the proper selection/admission documents, check the mission’s current jurisdiction and requirements, then plan travel around confirmed instructions.

Inspect student accommodation

Check room sharing, food, water, electricity, sanitation, security, internet, transport and housing during internship and holidays.

Check current advisories

Review MEA and Indian mission updates before travel. Keep health cover, emergency contacts and contingency funds appropriate to your circumstances.

Read mission visa requirements ↗ · Check MEA travel advisories ↗. “Safe country,” “no language barrier” and easy daily travel are not universal guarantees.

The questions to resolve before you commit

MBBS in Bangladesh: FAQs.

12
Is MBBS in Bangladesh five years or six years?

The BM&DC curriculum states five academic years followed by a mandatory one-year logbook-based rotatory internship. These are distinct parts of the pathway, usually planned as six years together; repeat attempts, delays or subsequent Indian registration steps can add time. [5]

Is internship optional for Indian students?

Do not assume that. The Bangladesh curriculum calls the internship mandatory, and the applicable Indian FMGL framework has its own foreign-internship and subsequent India-internship requirements. Verify the exact arrangements before admission. [5] [9]

Is NEET enough for admission?

No. Covered Indian/OCI applicants need NEET for the Indian framework, but must separately meet Bangladesh’s foreign-entry, equivalence, documentation and selection conditions for the exact session. [1] [2] [8]

What GPA did the 2025–26 circular require?

For non-government foreign admission: combined GPA at least 7.0, each examination at least 3.5 and Biology GP at least 3.5. For government foreign admission: combined GPA at least 8.5, each examination at least 4.0 and Biology GP at least 3.5. These are equivalent five-point grades, not a new-intake guarantee. [1] [2]

Can I calculate Bangladesh GPA by dividing marks by 20?

Do not use that shortcut. The reviewed method uses top-five SSC/O-level subjects and the three HSC/A-level subjects Physics, Chemistry and Biology. Official grade equivalence and document acceptance matter; this page does not issue an equivalence certificate.

Are 2026–27 admissions confirmed open?

A 2026–27 foreign MBBS circular has not been verified for this guide at review on 28 September 2026. The verified 2025–26 non-government extension was to 22 February 2026, a past date. Check the official new-session notice rather than assuming a recurring intake month. [3] [13]

Is there a fixed two-year gap rule or age cap of 25?

Use the actual session criteria rather than a blanket rule. For 2025–26 the reviewed circulars specified SSC/O-level not before 2022, HSC/A-level in 2024 or 2025 and completion within three years of SSC/O-level. Check current age and Indian NEET requirements separately. [1] [2]

Do all Indian or SAARC students receive free tuition?

No. The reviewed government circular states SAARC tuition and other fees at Bangladeshi-student rates. It is a limited country-quota route, not a blanket private-college fee waiver. Scholarships require their own documented terms. [2]

Are 25% of all medical seats reserved for Indian students?

The original claim is not used. The reviewed private circular permits a maximum 45% foreign allocation, which is not India-only and not a seat guarantee. The separate 2025–26 government circular allocated India 22 MBBS and 2 BDS seats. [1] [2]

What does MBBS in Bangladesh cost?

Get a current college-specific foreign-student contract. Holy Family’s undated official page publishes separate admission/other charges, monthly tuition, clinical training and a BDT field-visit charge. The guide’s USD 51,150 is a derived illustration using 60 tuition months, not a verified all-inclusive new-intake fee. [7]

Does the budget include hostel and the Indian internship?

The calculator adds your monthly accommodation/living allowance separately and defaults to 72 months for the Bangladesh study-plus-internship period. It does not automatically add later Indian registration/internship expenses. Add the relevant period and costs if you want them in your plan.

Are the colleges NMC/WHO approved for automatic practice?

No blanket claim is valid. NMC India does not endorse a foreign-college list; WDOMS listing alone is not accreditation or endorsement. Verify the exact course, local licensing and Indian registration requirements. [8] [9] [12]

Can I practise in India or anywhere else immediately after MBBS?

The degree is not an automatic licence. Complete the applicable destination-specific examination, internship and registration process. NBEMS still publishes FMGE information at review; no universal replacement by NExT or exemption is assumed. [9] [11]

Is the course taught in English? Is IELTS always unnecessary?

English is the language stated in the BM&DC curriculum. Confirm the exact institution’s documentation and proficiency requirements; do not turn the absence of a test in one admission notice into a universal IELTS/TOEFL exemption. Bangla can matter for patient communication. [5]

How long does admission or the student visa take?

There is no processing-time guarantee here. Follow the relevant admission authority and competent Bangladesh mission; document verification, additional requests and clearance can affect timing. [14]

Does this page submit my application or guarantee a seat?

No. The tools are local planning aids. The counseling button opens the existing Search My Colleges enquiry form; official authorities and institutions make their own decisions. Never pay on the basis of a guaranteed-seat or guaranteed-licence claim.

Official circular linked by Bangladesh High Commission New Delhi. Historical 2025–26 route: aggregate equivalent GPA 7.0, minimum 3.5 in each examination and Biology GP 3.5; specified passing years and maximum three-year interval. Online application, attested documents and USD 100 non-refundable equivalence fee. Maximum 45% foreign allocation in non-government colleges—not an India-only guarantee. Subsequent extensions supersede original dates.

  2. DGME — foreign government MBBS/BDS circular, 2025–26 ↗

Official circular linked by Bangladesh High Commission New Delhi. Historical government route: aggregate equivalent GPA 8.5, each examination GPA at least 4.0, Biology GP 3.5; passing-year restrictions and proper-authority forwarding route. India allocation: 22 MBBS and 2 BDS seats. SAARC students pay tuition/other fees at Bangladeshi-student rates, not automatically zero.

  3. Bangladesh High Commission New Delhi — deadline extension, 2 February 2026 ↗

Extends foreign non-government 2025–26 online applications to 22 February 2026. This date is past at review; it is not a next-intake opening or a government-quota application deadline.

  4. DGME — foreign-student application portal ↗

Official portal with application manual and 2025–26 results link at review. Portal availability is not evidence that a new application window is open.

  5. BM&DC — MBBS curriculum, basic course information ↗

BM&DC’s 2021 curriculum collection describes five years of MBBS followed by mandatory one-year logbook-based rotatory internship, English instruction, and four phases lasting 1.5, 1, 1 and 1.5 years. Clinical/internship arrangements must also meet applicable Indian requirements.

  6. Bangladesh Medical & Dental Council — official regulator ↗

Bangladesh’s statutory medical-education and professional-registration body. Admission permission, programme status and the graduate’s right to register must be checked separately from India’s NMC requirements.

  7. Holy Family Red Crescent Medical College — published foreign fees ↗

Undated official page reviewed 28 September 2026. Admission USD 24,250; registration/other USD 4,000; internship allowance with miscellaneous USD 4,000: admission/other subtotal USD 32,250. Monthly tuition USD 300; clinical training USD 300/year in years 3–5; field visit BDT 20,000. Derived USD 51,150 assumes 60 tuition months and three clinical charges; it is not a quoted all-in amount or a confirmed 2026–27 fee.

  8. NMC — For Students to Study Abroad ↗

NMC does not endorse a list of foreign medical universities. Indian citizens/OCIs intending to obtain a primary medical qualification abroad from May 2018 must qualify NEET; the qualifying result is deemed the eligibility certificate subject to the underlying conditions, and is valid for three years from the result date for this purpose.

  9. NMC — Foreign Medical Graduate Licentiate Regulations, 2021 ↗

For the applicable cohort: minimum 54 months of medical education, 12-month internship at the same foreign institution, English instruction, required subjects, local registration/licensing condition at par with citizens, at least 12 months supervised internship in India and the mandated test. Foreign course/training/internship location and completion-time conditions also apply; earlier cohorts and notified exemptions need separate review.

  10. NMC — Foreign medical graduate FAQs, 8 June 2026 ↗

Clarifies pandemic/war-related compensatory physical training and the 18 March 2026 notice. Does not create a general new exemption. Earlier-cohort internship/registration cases require State Medical Council verification; a compensation certificate is not automatic registration.

  11. NBEMS — FMGE examination portal ↗

Official screening-test information, current bulletins and institute-wise performance reports. FMGE material is still published at review; this guide does not claim that NExT has universally replaced it or forecast the exam applicable at a future graduation date.

  12. World Directory of Medical Schools — About ↗

Explicitly states that a directory listing is not, by itself, recognition, accreditation or endorsement by WDOMS, WFME, FAIMER or its sponsors. Check the exact school/programme record and relevant regulator requirements.

  13. Bangladesh High Commission New Delhi — current notices ↗

Official mission navigation linking the two 2025–26 circulars and the February extension. At review a 2026–27 MBBS foreign-entry circular was not verified; unrelated 2026–27 university-course notices are not MBBS notices.

  14. Bangladesh Assistant High Commission, Agartala — visa requirements ↗

Student-visa guidance includes an educational-institution letter duly attested by the Bangladesh Ministry of Education and evidence of financial guarantee. The mission can request additional documents or an interview; no fixed processing promise is inferred.

  15. MEA — Travel Advisories ↗

Official travel-advisory entry point. Consult the current country/region notice and Indian mission guidance before paying or travelling. Inclusion of a destination in this guide is not a safety clearance.

  16. Original Search My Colleges MBBS in Bangladesh page ↗
  17. Bangladesh High Commission New Delhi — selected Indian government-college students, 21 April 2026 ↗

A later 2025–26 order for named selected Indian students required admission by 28 April 2026 and again stated SAARC tuition at local-student rates. It is not a general application reopening or a notice for all private-college applicants. Personal names are not reproduced in this guide.

Editorial approach: useful original topics, college profiles and comparison names are retained. Unsupported universal recognition, optional internship, automatic SAARC fee waiver, fixed processing times, stale fee packages and worldwide-practice promises are corrected. Profile identity issues are flagged instead of silently merged.

This is educational planning information, not an official eligibility, equivalence, legal, visa or professional-registration determination. No ranking, current seat, scholarship, safety, employment or licensing guarantee is implied.
